Traceable Evidence Before Review
Aviation review work needs an evidence base that distinguishes official findings from preliminary information, safety education, expert commentary, and commercial instruction. The groundwork also needed to preserve source history and record incomplete access without implying current refreshes or complete coverage.
Organize Sources By Authority
The implemented foundation mirrors the official NTSB archive through ZIP validation, a SHA-256 manifest, atomic replacement, and preserved changed snapshots. Separate transcript reference ingestion records authority classes, URLs, dates, caption provenance, hashes, and access outcomes, with official current sources retaining precedence.

The result is organized aviation evidence with preserved provenance, explicit source precedence, and recorded ingestion limitations. It includes a historical successful mirror and documented no-caption or access-restricted cases, while leaving questionnaire, matching, review records, and application work unbuilt.
